ANOTHER Prop Question

have a 222 sport fish with a 250 suzuki. it's mounted on the second from the top hole on the motor, and has a 3x16x18.5 prop. I posted before that I am having issues with top end, and seeing 43 MPH at 51-5300 RPM. The boat can get up on plane pretty quick, but it will not plane below 24 MPH. I would like to be able to plane slower, so I can have a smoother ride when in rough slop and not get completely soaked. Top end is not a big concern to me, but it's weird that I'm only seeing 43 MPH. This is with a half full tank, and 3 people.

Is the motor mounted on the wrong hole?

If prop is OK, what could I do to plane slower? use the trim tabs and fool with it, motor trim, etc?

Search the posts from last summer and fall on a Suzuki 250 with the 222.
I am happy with a 4 blade 14.25 in 17 pitch prop. Better low speed plane, hole shot, max speed about 45-46 at 6000rpm with a yamaha

how low of a speed can you plane with that prop?

I haven't assessed exactly how low I can go on plane, waves have some influence on this as well, but I'd estimate 17-20 mph. Fuel efficiency best at about 4100 rpm which gives around 30 mph in calmer conditions.
