Cooler tie down installation

I am installing some low profile, metal, igloo cooler tie down brackets in front of the front console in my 2005 SF 197. The boat has had those tall white plastic cooler tie downs (toe stubbers) since I bought it a couple of years ago.
When drilling the holes I hit something hard about half inch below the deck. Obviously I stopped drilling at that point but I am wondering what is directly below the front deck in the area just ahead of the front console?
Anybody know?

fuel tank on a boat of that age... However, it's plastic..
